Try this
First, I did not unplug PSMove controller during pairing,
and then when it jump between step 3 and 5, I can see in “BlueTooth and other device” of windows setting, under “Mouse, Keyboard and Pen”, there is “Motion Controller” Paired but keep un-pairing. In “Other Device” list, there is also a “Motion controller”.
Remove the “Motion Controller” under other device during pairing (when psmoveservice jump between step 3 and 5). After it was removed by win10, the pairing success
